离场航空器的管制指挥
使用标准通话用语向航空器发布管制指令,离场航空器首次与管制指挥岗位建立通信联络时,对航空器进行雷达识别。
雷达识别后,对航空器实施雷达管制服务,监控航空器飞行航迹和飞行间隔。
根据最低安全高度、最低雷达引导高度及离场程序的要求,发布高度指令和离场指令。
必要时可以雷达引导航空器离场。
向航空器发布指令后,进行空管信息系统的更新操作。
监视区域内航空器的飞行动态,监听航空器对指令的复诵,并监控指令执行情况。
使用雷达管制最小间隔时,应当主动向航空器通报有关活动情况。
当离场航空器要到达规定移交点或移交高度,符合与区域管制室的移交规定,且与其他航空器没有飞行冲突时,指令航空器转换频率,联系区域管制室相关扇区。
离场航空器的标准通话术语
1.“(呼号),上海进近,按照(标准离港程序)离港,上升到(高度)保持,[有活动]。”
“(Callsign), Shanghai approach, radar contact,via SID/(procedure), climb and maintain (level), [due to traffic].”
例:CES501,Shanghai approach, radar contact ,via SID, climb and maintain 4200m, 〔due to traffic〕.
2.“(呼号),上海进近,雷达已识别,取消标准离港程序,保持一边航向/ 右转/左转航向(三位数)[切入(名称)走廊/航线],上升到(高度)保持,[有活动]。”
“(Callsign), Shanghai approach, radar contact, cancel SID, continue runway heading/ turn right/left heading (three digits) [intercept (name) corridor/airway], climb and maintain (level)[due to traffic].”
*首次穿越过渡高度时,必须指明 on standard.
例:CSH537,Shanghai approach,radar contact , cancel SID, continue runway heading, climb and maintain 6000m on standard 〔due to traffic〕.
3.“(呼号),上海进近,雷达已识别,取消标准离港程序,右转/左转直飞(某点),上升到(高度)保持,[有活动]。”
“(Callsign), Shanghai approach, radar contact, cancel SID, turn right/left direct (signification point), climb and maintain (level), [due to traffic].”
例:CES5101, Shanghai approach, radar contact, cancel SID, turn right direct POMOK, climb and maintain 3600m on standard, 〔due to traffic〕.
4.“(呼号),[(某点)以后],恢复自主领航。”
“(Callsign), [after (signification point)], resume own navigation.”
例:CSH301, after SX, resume own navigation.
5.“(呼号),报告高度。”
“(Callsign), report altitude/level.”
例:CSH103,report level.
6.“(呼号),飞越(某点)高度(高度)/以上。如果不行,[(备份指令),并]通知我。”

例:CES5041,cross NINAS above 2700m.If not possible, advise.
7.“(呼号),报告上升率。”

10.“(呼号),到达/通过(高度)后,右转/左转航向(三位数)/直飞(某点)。”
